Recently, there had been reports that certain customers who pre-ordered a copy of the Persona 5 “Take Your Heart” limited edition or the SteelBook edition through Amazon were getting their orders cancelled.
Via NeoGAF, the reason for the cancellation sent to a customer was the following:
Hello,
Due to delivery restrictions on your order (redacted), we won’t be able to send you Persona 5 – PlayStation 4 “Take Your Heart” Premium Edition.
This is because this item contains regulated materials classified as dangerous goods and can not be delivered by Amazon. Although the amount of these substances in these products is usually quite limited, these products need to be transported in a certain way to ensure that they are handled with care.
Unfortunately, this means that we’re not able to ship your order and it has been canceled.
We’re sorry for any inconvenience and hope to see you again soon.
Sincerely,
Customer Service Department

Several people contacted Amazon support, receiving a variety of different reasons for these “mass cancellations.” Some of these can be found on Reddit.
Atlus USA has now issued an official statement, saying that there is nothing wrong with the copies of Persona 5 and that, despite cancellations having occurred, it concerns a small number of customers:
Atlus USA Statement
This morning we were surprised to learn about Persona 5 “Take Your Heart” Premium Edition cancellations with Amazon. After waiting patiently during the day we received word, and can confirm to you what we’ve always known, that there’s nothing defective or “dangerous” about our product. While there have been cancellations, we understand that only a tiny number of Amazon sales have been affected. No “mass cancellations” of the premium and SteelBook editions have occurred. If your order has been cancelled, please contact the retailer for support.
Persona 5 was released for the PS3 and PS4 in Japan on September 15, 2016. It will release in North America and Europe on April 4th, 2017, in Traditional Chinese on March 23, 2017, and in Korean in 2017.
